Lender & Underwriter Resource Center

A practical starting point for reviewing the redesigned URAR, managing the transition, and requesting clear appraisal explanations.

Editorial review: October 22, 2026 • Beta • General education, not loan approval or a complete compliance review.

Start with the assignment and investor

GSE delivery

Confirm the intended investor, valuation method, initial UCDP submission date, required dataset, and the Seller’s exception status. An exception must be obtained from each applicable GSE; it is not a blanket extension for every lender.

Government programs and portfolio loans

Confirm the program’s current appraisal, property, delivery, and reporting instructions. Do not infer FHA, VA, USDA, or portfolio requirements solely from a GSE timeline. Non-direct lenders should coordinate transition plans with their investors.

Transition dates: distinguish the mandate from exceptions

Date / periodWhat lenders should understand
November 2, 2026The general UAD 3.6 mandate remains. Confirm initial UCDP submission timing and whether the Seller has obtained the applicable exception.
November 2, 2026–May 19, 2027Sellers with the temporary exception may submit new UAD 2.6 reports while transitioning. This is not an automatic extension.
March 1–May 19, 2027UAD 2.6 collateral-tool functionality is reduced. Loan Collateral Advisor returns 99 and Collateral Underwriter returns 999; collateral representation-and-warranty relief for value is unavailable for those reports.
May 20–June 27, 2027New initial submissions use UAD 3.6. UAD 2.6 is limited to resubmissions of previously submitted reports.
June 28, 2027UAD 2.6 retires; UAD 2.6 resubmissions are no longer processed.

A practical report-review workflow

These are JMA recommended review practices. Apply the current agency, investor, client, and institutional requirements to the assignment.

  1. Establish scope. Check property identity, intended use, client, valuation method and inspection scope. Distinguish effective date, report date and inspection date.
  2. Read the conclusion first. Identify the value opinion, property rights, market-value condition, extraordinary assumptions, hypothetical conditions and required repairs or inspections.
  3. Reconcile the property story. Follow site, dwellings, units, ADUs, area reporting, ownership and association responsibilities through the report.
  4. Evaluate the analysis. Read market support, comparable selection, concessions, adjustments, prior transfers and reconciliation. Seek explanations for material inconsistencies.
  5. Resolve delivery and follow-up separately. Review feedback, obtain necessary clarification, and document the lender’s acceptance decision. A successful data submission alone does not establish loan eligibility or a credible value conclusion.

Request clarification without directing the conclusion

The examples are fictional JMA illustrations. Use your institution’s approved communication and reconsideration-of-value procedures. Do not request an unsupported value, adjustment, rating or comparable selection.

Area discrepancy
The reported finished area differs from the MLS figure. Please identify the measurement source and explain the difference, including any below-grade, nonstandard or noncontinuous area.
Condition and subject-to repairs
Please reconcile the overall condition rating with the described repairs and clarify which ratings reflect current condition and which assume the required work is complete.
Concessions and market support
Please explain how the verified concessions and market evidence were considered in the comparable analysis and whether they affected the adjustments or reconciliation.
Additional comparable information / ROV
Please review the enclosed verified sale information through the lender’s approved ROV channel and explain whether it changes the analysis. If it is not relevant, please describe why.
Missing or inconsistent exhibits
Please confirm whether the exhibit is required for this assignment. If applicable, provide it through the authorized delivery channel and reconcile the related report entries.

Submission feedback is one part of review

Technical submission

Confirm the proper file format, delivery system, report version, successful submission status, and applicable feedback resolution. Distinguish a fatal submission issue from an underwriting question.

Lender acceptance

Evaluate the appraisal’s support and consistency, program requirements and institutional conditions. Do not treat a portal status, risk score, automated flag, or this checklist as a substitute for review.

Consult Freddie Mac UCDP FAQs and the applicable GSE guides for current submission rules. JMA’s review distinction is educational commentary.
